Minister of Construction Tran Hong Minh conducted a field inspection of the Lao Cai - Ha Noi - Hai Phong railway project in Lao Cai province
LCP - On July 21, 2025, a working delegation from the Ministry of Construction, led by Mr. Tran Hong Minh, Member of the Party Central Committee, Minister of Construction, Deputy Head of the Steering Committee for National Key Projects and Important Projects in the Railway Sector, conducted a field inspection of the Lao Cai - Ha Noi - Hai Phong railway project in Lao Cai Province.
Accompanying the delegation were Deputy Minister of Construction Nguyen Danh Huy and leaders of affiliated units under the Ministry of Construction, along with representatives from relevant agencies.
On the side of Lao Cai province, the delegation was received and worked with Mr. Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee; Mr. Nguyen The Phuoc, Standing Vice Chairman of the Provincial People’s Committee; together with leaders of relevant departments, sectors, and units.
Leaders of the Railway Project Management Board reported on the implementation progress of the Lao Cai - Ha Noi – Hai Phong railway construction investment project within the territory of Lao Cai Province
The Lao Cai – Ha Noi – Hai Phong railway construction investment project has a total mainline length of 390.9 km, with 143.29 km running through Lao Cai province (starting from the connection point with China’s railway and ending at Au Lau ward, Lao Cai province). Along the route, there will be 18 stations (including 3 marshaling stations and 15 mixed-use stations) and 13 technical operation stations. Within Lao Cai province, there will be 4 stations and 5 technical operation stations. The project has a total investment of VND 203.231 trillion.
During the field inspection, the delegation visited the site of the proposed new Lao Cai Station (in Lao Cai ward), which is planned as the starting point for the construction of resettlement areas serving the Lao Cai – Ha Noi – Hai Phong railway project.
The project investor, along with relevant provincial authorities and agencies, reported on the project’s implementation progress, site clearance, resettlement arrangements, as well as existing difficulties and obstacles that need to be addressed.
The province plans to build 45 resettlement areas to accommodate 1,766 households; of which, 19 areas will be located in the northern part and 26 areas in the southern part, with a total construction cost of VND 635 billion. In addition, the province is in the process of relocating 104 production facilities within the affected area, including 41 projects within the Đong Pho Moi Industrial Park and 63 projects within the Đong Pho Moi and Son Man - Van Hoa industrial clusters. The Provincial People's Committee has approved 4 relocation projects for these facilities, with a total investment of nearly VND 1 trillion.
The province aims to commence construction of the new Lao Cai Station on December 19, 2025, after completing site clearance and relocating all facilities within the Đong Pho Moi Industrial Park.
Lao Cai Province has proposed that the Railway Project Management Board promptly complete the feasibility study report and the land clearance boundary demarcation documents, and hand them over to the province as the basis for accelerating site clearance, ensuring the project’s groundbreaking on December 19, 2025, and the construction of resettlement areas within 2025, as directed by the Prime Minister.
At the same time, the Provincial People’s Committee requested that the Ministry of Construction continue to direct the Vietnam Railway Authority to coordinate with the China Railway Authority to promptly agree on the rail connection plan between the new Lao Cai Station and Hekou North Station.
The timely completion of these tasks is considered a prerequisite for ensuring the Lao Cai - Ha Noi - Hai Phong railway project is implemented on schedule, in a synchronized and effective manner.

Through the inspection, Minister Tran Hong Minh highly appreciated the proactive and active efforts of Lao Cai province in coordinating the preparatory steps for the implementation of this important railway project. The Minister emphasized that the Lao Cai - Ha Noi - Hai Phong railway project not only holds strategic significance in developing the national transport infrastructure but also serves as a driving force for the socio-economic development of the northern midland and mountainous region, while enhancing regional connectivity and international linkages through the Lao Cai border gate.
The Minister requested Lao Cai province to thoroughly prepare the necessary conditions to ensure that the project commences on schedule, with quality and efficiency.
He also urged the province to closely follow the committed timeline, accelerate land clearance, foster consensus among the people regarding resettlement arrangements, finalize resettlement documentation, and maintain close coordination with the Ministry of Construction and relevant agencies to meet the necessary conditions for timely commencement. Issues related to mechanisms and policies will be consolidated by the Ministry and reported to the Government for prompt consideration and resolution.
