Lao Cai completes land clearance for the 500kV Vinh Yen - Lao Cai transmission line project (section through Lao Cai province)
LCP - On August 21, 2025, the People’s Committee of Lao Cai Province held a conference to review the implementation of land clearance for the 500kV Lao Cai – Vinh Yen transmission line project (section through Lao Cai province).

Attending the conference were: Mr. Trinh Xuan Truong - Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council; Mr. Tran Huy Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee; Mr. Ngo Hanh Phuc - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People’s Committee; Mr. Pham Hong Phuong - Deputy General Director of Vietnam Electricity (EVN); together with leaders of the Provincial People’s Council, People’s Committee, Vietnam Fatherland Front Committee, the Provincial Party Committee’s Propaganda and Mass Mobilization Commissions, leaders of departments and agencies, local authorities, as well as exemplary collectives and individuals in the land clearance process.

The 500kV Lao Cai - Vinh Yen transmission line project is a national key energy project of strategic importance in ensuring the country’s energy security. Once completed, it will help transmit electricity from major power centers in the Northwest to the national grid, strengthen regional connectivity, and ensure energy security for the northern region.

The project is invested by EVN with a total capital of over VND 7,410 billion, consisting of 468 tower foundations, 202 spans, and a total length of 230 km. The section through Lao Cai province runs for about 140 km, through 13 communes, affecting 2,204 households and 2 organizations, including 93 households requiring relocation and resettlement.

Leaders of EVN expressed their gratitude to the authorities and localities for their support and close coordination with the corporation during the implementation of the project.

With a large volume of land clearance work and a tight timeframe of just over five months (from March 16, 2025 to August 21, 2025), the entire political system of Lao Cai province worked in unison, together with the people, to achieve remarkable results. Nearly 140 km of the route and 273 tower foundation sites in Lao Cai have been handed over to the construction unit, with many positions exceeding the schedule set by the Government and the investor.

Mr. Trinh Xuan Truong, Secretary of the Provincial Party Committee, acknowledged and commended the outstanding efforts and dedication of all levels, sectors, agencies, units, and localities in implementing the project

Speaking at the conference, Provincial Party Secretary Trinh Xuan Truong praised the spirit of solidarity and willingness of the local people to put national interests above personal ones, and highly valued the strong efforts of all levels of government, departments, and localities. He particularly commended the 13 communes along the project route for successfully fulfilling their role as a firm bridge between the Party, the State, and the people.

He emphasized that land clearance is a decisive task that directly affects the progress and effectiveness of projects, thereby contributing to local economic growth. From the implementation of the 500kV Lao Cai - Vinh Yen transmission line project project, Lao Cai Province has drawn valuable lessons: being proactive in land clearance and resettlement planning; ensuring transparency in compensation; mobilizing the entire political system; promptly recognizing and rewarding outstanding contributions; and treating land clearance as a criterion for evaluating performance and leadership capacity.

Concluding the conference, Chairman of the Provincial People’s Committee Tran Huy Tuan acknowledged the strong commitment and close coordination of EVN, Power Project Management Board No.1, and the relevant units; and expressed appreciation for the support of more than 2,200 households and organizations, enabling the project to be implemented nearly one year ahead of the approved investment schedule.

Collectives with outstanding achievements in accelerating the land clearance process were awarded Certificates of Merit by the Chairman of the Provincial People’s Committee

He directed that the investor and contractors accelerate construction to complete the entire project on schedule; local authorities coordinate closely to finalize compensation payments, resettlement support, and repair damages to rural roads and public infrastructure caused by construction; Communal People’s Committees review all land recovery and resettlement records; Provincial departments continue monitoring and promptly addressing shortcomings in implementation.

EVN presented gifts to organizations and individuals who made significant contributions to the land clearance work

Mr. Tuan also requested the Vietnam Fatherland Front Committee and socio-political organizations to continue supervising the process, listening to people’s concerns, and ensuring that their legitimate rights and interests are fully protected throughout the project’s implementation.
