Lao Cai Provincial People’s Committee implements tasks for August 2025
LCP - On August 2, Lao Cai Provincial People's Committee held a conference to evaluate the results of socio-economic development tasks in July and the first 7 months of the year; assess the implementation of the two-tier local government model after one month of operation; and deploy tasks for August 2025.
The conference was held in person at the headquarters of the Provincial People's Committee and connected online to 99 commune and ward-level locations across the province, with the participation of 350 delegates.

Overview of the Conference

In the first 7 months of 2025, the socio-economic situation in the province remained generally stable, with some major socio-economic indicators showing a fairly good growth rate compared to the same period last year. Notably, state budget revenue in the province was estimated at VND 10,730 billion, an increase of 30% year-on-year; the industrial production index rose by an estimated 6.73%; the value of industrial production (at 2010 constant prices) was estimated at VND 39,374 billion; total retail sales of goods and consumer service revenue increased by 14.9%; and tourism revenue surged by 52% over the same period.

Production and business activities showed positive signs. The fields of culture, society, education and training, and people's health care continued to improve; Efforts were also focused on vocational training, job creation, social security policies, natural disaster prevention, and climate change response. Political security and social order and safety were maintained. After one month of implementation, the operation of the two-tier local government model was basically stable and seamless. The province focused on reorganizing, streamlining internal structures in conjunction with staff reduction, restructuring, and improving the quality of the cadre, civil servant, and public employee workforce; staffing was managed closely in line with actual needs. The handling of administrative procedures after the merger remained uninterrupted, meeting the needs of people and businesses.

Leaders of departments and sectors delivered remarks

The delegates focused their discussions on clarifying the achievements as well as the difficulties and obstacles in implementing socio-economic development, national defense and security tasks, and other key tasks within the scope, sector, and locality under the management of their respective agencies, units, and localities in July and the first seven months of 2025. They also assessed the implementation of the two-tier local government model after one month of operation. At the same time, they proposed solutions to effectively carry out socio-economic development tasks in the coming period and to ensure the smooth operation of the two-tier local government model.

Delivering his directive speech at the conference, Mr. Trinh Xuan Truong, Provincial Party Secretary emphasized that the province has been continuing to promote decentralization and delegation of authority, particularly in the areas of personnel work, investment, finance, and planning. While each individual has their own responsibilities, higher-level authorities must be genuinely open to listening in order to effectively address issues. He stressed that any weaknesses or difficulties must be promptly identified and addressed with focused leadership. Furthermore, inspection and supervision efforts must be strengthened to detect and resolve challenges early, thereby avoiding violations in areas such as finance, investment, and land management.

Mr. Truong also urged officials at the commune and ward levels to shift their mindset, broaden their vision, and take more proactive and development-oriented actions in implementing socio-economic tasks. As the level closest to the people and the grassroots, commune-level officials must enhance their sense of responsibility, and make efforts to improve their qualifications and problem-solving skills. The province will continue to focus on improving the professional capacity of officials, and invest in upgrading infrastructure and working conditions, especially in disadvantaged communes. Provincial-level officials must listen to and promptly address difficulties faced by grassroots officials, and urgently fill personnel gaps in communes and wards that are currently understaffed.

Regarding the implementation of socio-economic development tasks in the coming time, Mr. Trinh Xuan Truong requested the leaders of the Provincial People's Committee to clearly identify key priority tasks, especially in state budget revenue collection, public investment disbursement, accelerating the completion of the province’s key projects, developing technical infrastructure for industrial zones, removing difficulties for businesses, and promoting investment attraction. He also emphasized the need to review ongoing investment projects.

He stressed the importance of strengthening investment supervision to prevent violations during project implementation. Attention must be given to the development of social housing, including reviewing the current social housing stock in administrative centers and proposing solutions to meet assigned housing targets. Prompt settlement and finalization of funds for the eradication of makeshift and dilapidated housing must also be ensured.

Focus should be placed on accelerating the province’s major projects, including the 500 kV power transmission line, the Lao Cai - Hanoi - Hai Phong railway line, the Sa Pa Airport expressway, and projects to celebrate the upcoming Party Congress at all levels.

He also emphasized the need for investment in technical infrastructure for industrial zones and clusters, supporting businesses in overcoming obstacles, and intensifying the application of digital transformation. Other priorities include ensuring accurate payment of environmental service policies and effective forest management, as well as efficiently handling administrative procedures, resolving complaints and denunciations, and maintaining national defense and security.

In his concluding remarks at the conference, Mr. Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee highly appreciated the efforts made by localities in carrying out tasks in July and the first seven months of the year, as well as the initial results after one month of implementing the two-tier local government model.

To strive for the completion of tasks for August and the remaining months of 2025, Mr. Tran Huy Tuan requested that departments, agencies, and localities immediately organize and implement the tasks set out in Conclusion No.183 dated August 1, 2025, of the Politburo and the Party Secretariat on the outcomes after one month of implementing the two-tier local government model (from July 1 to July 31).

He emphasized the need to seriously and decisively carry out the directives of the Government and the Provincial Party Committee; to strengthen internal solidarity and unity; and to promote a spirit of innovation, bold thinking, proactive action, and responsibility, in order to accelerate progress and fully achieve the targets and tasks for 2025. The Department of Finance was tasked with urgently advising the Provincial People's Committee to issue and implement an (adjusted) economic growth scenario for 2025, aiming for a growth rate of 8.5%. Departments and sectors, according to their functions and responsibilities, must promptly review and advise the Provincial People's Committee in developing and submitting to the Provincial People's Council the mechanisms and policies for socio-economic development to be implemented in 2025 and during the 2026 - 2030 period.

Mr. Tuan also requested departments, agencies, and localities to speed up the disbursement of public investment capital, especially for funds allocated for disaster and storm recovery and national target programs. Efforts should focus on resolving bottlenecks to ensure faster disbursement and more efficient use of public funds. Project investors were urged to accelerate the implementation of projects, particularly those scheduled to commence or be inaugurated in celebration of major national holidays.

He directed the proactive development of the 2026 socio-economic development plan, public investment plan, and state budget estimate, as well as the five-year socio-economic development plan and the medium-term public investment plan for 2026 - 2030. The province will continue to restructure and streamline the organizational apparatus and enhance the effectiveness of the public service. Decentralization and delegation of authority will be further promoted.

The Chairman of the Provincial People’s Committee also assigned specific tasks to departments, agencies, and localities, calling for the highest determination to fully achieve the targets and tasks set for 2025.
