LCP - On August 19, the People’s Committee of Lao Cai Province solemnly held the groundbreaking ceremony for the Project on Compensation, resettlement support, and technical infrastructure relocation to serve the construction of the Lao Cai - Ha Noi - Hai Phong railway (section through Lao Cai Province), with key components including site leveling, internal roads, and a drainage system at the resettlement area in Nuoc Mat hamlet, Au Lau ward.

The Project on Compensation, Resettlement Support, and Technical Infrastructure Relocation to serve the construction of the Lao Cai - Ha Noi - Hai Phong Railway (section through Lao Cai Province) is one of the key projects selected by the Provincial Party Committee, People’s Council, and People’s Committee of Lao Cai province as a groundbreaking project to celebrate the 80th Anniversary of the founding of the Socialist Republic of Viet Nam (September 2, 1945 - September 2, 2025).

The leader of the Provincial Project Management Board No.1 reported on the project’s implementation progress

The project involves site clearance along the entire main railway route through the former Yen Bai section with a total length of 77.19 km; construction of 26 concentrated resettlement areas in Quy Mong, Xuan Ai, Mau A, Chau Que, Dong Cuong, Tan Hop communes, and Au Lau ward (Lao Cai province), with an estimated land recovery of about 808.42 hectares, affecting 4,113 households.

To date, the Lao Cai Provincial Project Management Board No.1 has completed investment preparation and contractor selection, meeting the conditions to commence construction of the site leveling, internal roads, and drainage system at the resettlement area in Nuoc Mat hamlet, Au Lau ward. The component project is expected to acquire 3.4 hectares of land from 24 households and 2 organizations.

Lao Cai Province has broken ground on the Nuoc Mat Resettlement Area in Au Lau Ward, one of planned resettlement sites supporting households affected by the Lao Cai - Ha Noi - Hai Phong Railway project. Covering 3.4 hectares, the site will provide 69 resettlement plots with fully developed technical infrastructure to ensure stable living conditions for relocated families.

Mr. Hoang Giang, Standing Deputy Secretary of the Provincial Party Committee, delivered a speech at the groundbreaking ceremony

Speaking at the ceremony, Mr. Hoang Giang, Standing Deputy Secretary of the Lao Cai Provincial Party Committee, praised the efforts of investors, government agencies, and local authorities in preparing for the project. He also highlighted the strong support from residents and businesses in complying with resettlement policies.

Mr. Giang stressed that the Lao Cai - Ha Noi - Hai Phong Railway carries strategic importance for northern Vietnam. The project will establish a key east–west transport corridor, linking the northwest highlands with the Red River Delta and Hai Phong Port, while directly connecting to southwest China. Beyond that, the line is expected to integrate with Eurasian rail networks.

“This is a historic, once-in-a-lifetime opportunity for Lao Cai to accelerate growth, position itself as a trade hub between Vietnam, ASEAN, and Southwest China, and create thousands of jobs for local people,” Mr. Giang said.

He called on the project management unit, contractors, and related agencies to ensure transparency, quality, and strict adherence to construction timelines. Local households were also urged to continue supporting the project in the spirit of shared development.

The groundbreaking marks the beginning of a series of resettlement areas scheduled to start construction in August 2025. Provincial leaders affirmed their determination to mobilize all political, business, and community resources to advance the project, describing it as a milestone for Lao Cai’s integration and long-term development.
