a) The administrative procedures
- Agencies for receiving records:
+ Management Unit of Lao Cai Industrial Parks: Investment projects at industrial parks of the province.
+ Management Unit of the Lao Cai border gate: Investment Project in Kim Thanh Commercial- Industrial parks.
+ Department of Planning – Investment: other projects besides two above areas.
- Investment Procedure :
+ Propose the project: Investor submits proposal of the project to the agencies receiving records, take responsibility for coordinating with the agencies related to the projects to get advisory opinions and submit to provincial People’s Committee for reviewing and giving conclusive opinion of the proposed project.
+ Establish the project: after proposals are accepted, the investor will establish feasible project in accordance with provisions submitted to the receiving – record agency, and consult the sector and report provincial People’s Committee.
+ Verify and issue investment certificate: When the record of the project is secure and regular, provincial people’s committee will issue investment certificate.
+ Time to settle the project which needn’t verifying with a maximum of 15 days; for project which must be verified, maximum time unexceeds 27 days, in special cases unexceed 30 days.
b ) Management of land, issueing building permits:
- The unit manages and introduces the construction location; receive the record of land lease:
+ Management Unit of Industrial Parks: industrial cluster project of Dong Pho Moi, Bac Duyen Hai, Tang Loong.
+ Management unit of the Lao Cai border gates: the project at Kim Thanh Commercial- industrial park.
+ Services of Construction: Introduce the location and issue planning certificate to plan the project at all remaining positions after gaining opinions of specialized agencies, relevant districts and cities. These projects submit the record of land lease at Department of Natural Resources and Environment .
- The record of land lease:
+ Application for land lease; The decision of establishent or certificate of business registration.
+ consent document of location or the permitting investment document or agreement for construction.
+ decisions of Investment project or copies( notarized), investment certificates; In the case, the project does not use fund of the state budget or is not foreign investment projects, 01 project file( notarized copy) must be accompanied by.
+ The statement and self- comment on complying with land law of the units for land allocation, land lease for the entire area of land was previously allocated and leased .
