Lao Cai: 11 resolutions passed at the 2nd Session of the 16th Provincial People’s Council, term 2021 - 2026
LCP - On July 8, 2025, the 16th People's Council of Lao Cai Province, term 2021 – 2026, solemnly convened its second session.
Attending the session were Mr. Trinh Xuan Trương - Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council; Mr. Tran Huy Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee; Mr. Hoang Giang - Permanent Deputy Secretary of the Provincial Party Committee; Ms. Giang Thị Dung - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of the province; along with members of the Provincial Party Standing Committee; leaders of the Provincial People’s Committee and the Vietnam Fatherland Front Committee; heads of provincial departments and agencies; and 94 delegates of the Provincial People’s Council.

In his opening remarks, Mr. Trinh Xuan Trương - Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council emphasized that after basically completing the organizational restructuring and stabilizing the operations of agencies and units following the recent merger, Lao Cai province is now entering an extremely important transitional phase. The current imperative is to establish a system of mechanisms and policies, adopt resolutions on development plans and socioeconomic strategies; and ensure that the administrative apparatus at all levels quickly operates in a substantive, effective, and efficient manner smoothly and without any disruption or delay, especially regarding tasks directly impacting people's lives and business activities. This is a significant opportunity for us to demonstrate a spirit of innovation, a strong aspiration for development, and decisive action meeting the demands of rapid and sustainable provincial development, showcasing our proactive mindset, daring to think and act boldly, and striving to turn Lao Cai into a new growth pole in the region.

Mr. Trinh Xuan Trương affirmed that this session is an opportunity to demonstrate the political responsibility, strategic thinking, and leadership capacity of the Party Committee; the issuance of sound, people-centered, and practical decisions by the People's Council and the effective organization and governance by the Provincial People’s Committee. These efforts will contribute to shaping a clear legal framework, allocating resources appropriately, promoting growth, and ensuring social welfare, national defense, and security.

The session reviewed and decided on numerous important matters, including: the 2025 socio-economic development plan of Lao Cai province; the decentralization of revenue sources, expenditure responsibilities, and the percentage allocation of revenues among local budget levels; the allocation norms for recurrent expenditure estimates of the provincial budget for the 2025 - 2026 period; regulations on certain types of fees, charges, and other contributions and public service revenues within the province under the authority of the Provincial People's Council and the assignment of contract numbers under Decree No. 111/2022/NĐ-CP for provincial- and commune-level administrative agencies and public service units in Lao Cai after the merger.

At the session, the Provincial People's Council reviewed and adopted 11 resolutions.
To promptly translate these resolutions into practical action, Mr. Trinh Xuan Trương urged the Provincial People’s Committee, along with all levels, sectors, and localities swiftly and effectively organize the implementation of the approved resolutions. These include: promptly finalizing the assignment of the 2025 socio-economic development plan, state budget estimate, and public investment plan; continuing to review, consolidate, and stabilize the organizational structure of agencies, units, and localities in accordance with regulations; focusing on promoting administrative reform, developing digital government, and improving the quality of public service delivery for citizens and businesses; accelerating the implementation of approved projects related to the repair and upgrade of workplaces, official residences, and staff housing to stabilize working conditions following the reorganization; directing departments, agencies, and localities to urgently and strictly implement the resolutions of the Provincial People’s Council on state budget spending policies within the appropriate scope, target groups, and content; proactively preparing the 2026 state budget estimate, the 2026 - 2028 three-year financial plan, and the 2026 - 2030 public investment plan to ensure scientific, realistic, feasible, and timely outcomes.
The Standing Committee of the Provincial People's Council, its committees, representative groups, and each council delegate must closely monitor and supervise the implementation of the resolutions passed at this session.
Mr. Trinh Xuan Trương emphasized that immediately following the session, all resolutions must be implemented in a serious, methodical, and practical manner. There is no room for delay, hesitation, or confusion. Prompt action is required to put mechanisms and policies into practice, ensuring that the new administrative apparatus operates smoothly and serves the people, businesses, and the province’s overall development more effectively.
