Chairman of Lao Cai Provincial People’s Committee, Tran Huy Tuan, receives a courtesy visit from the delegation of Pacific Construction Group Co., Ltd. (China)

LCP - On July 30, 2025, Mr. Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, hosted a courtesy meeting with the delegation from Pacific Construction Group Co., Ltd. (China), led by Mr. Nghiem Gioi Hoa, Founder of Pacific Construction Group and Chairman of the Trang Nghiem Research Institute, during their visit and working session in Lao Cai Province.
Overview of the courtesy meeting
At the meeting, Mr. Tran Huy Tuan expressed his pleasure in welcoming Mr. Nghiem Gioi Hoa and the delegation back to Lao Cai Province. He informed the delegation that the provinces of Lao Cai and Yen Bai had recently been merged to form the new Lao Cai Province, and that the two-tier local government model had been officially implemented since July 1, 2025. This merger is expected to open up new development space with great potential and strengths in industry, border-gate economic development, and tourism.
He also shared information about key projects and initiatives currently being carried out to promote the province’s socio-economic development. Mr. Tuan expressed his hope that in the future, Lao Cai will have many opportunities to collaborate with Pacific Construction Group on joint projects, particularly in areas which the Group has expertise and strengths.
Mr. Nghiem Gioi Hoa expressed his gratitude for the warm and respectful reception extended by the leaders of Lao Cai Province to the delegation.
At the meeting, Mr. Nghiem Gioi Hoa expressed his sincere thanks for the warm and respectful reception from the leaders of Lao Cai Province, and shared his delight at returning to visit and work in the province. He stated that, with its resources and experience, Pacific Construction Group is capable of conducting investment surveys and supporting Lao Cai in the field of infrastructure development.
Through this working session, the Group wishes to establish connections with relevant provincial agencies to coordinate the research and assessment of potential construction projects in the locality.
Recognizing the development potential of Lao Cai Province, Mr. Nghiem Gioi Hoa also proposed that the province implement several solutions to improve the local investment environment. Expressing his confidence in Lao Cai’s strong growth over the next decade, he affirmed that Pacific Construction Group would study and implement infrastructure investment projects to promote the province’s socio-economic development and enhance its appeal to Chinese investors seeking opportunities in the region.
Concluding the meeting, Mr. Tran Huy Tuan stated that regarding the Group’s proposals to promote construction projects in the province, the provincial government would assign relevant departments and agencies to study and carry out the necessary procedures in accordance with legal regulations. He also expressed hope that the Group would soon establish a representative office in Lao Cai to facilitate more regular and effective communication and cooperation between the province and the Group.
