Lao Cai increased 6 levels in the Public Administration Reform (PAR) index in 2017
Lao Cai Portal–In the Public Administration Reform (PAR) in 2017 of
provinces and cities, Lao Cai increased 6 levels compared to 2016, ranking 21st
position.
In the morning of May 2, the PAR Steering Committee of
the Government held a Meeting to announce the Public Administration Reform
(PAR) Indext and the Satisfaction Survey on Administration Reform in 2017 of the
central ministries, provinces and cities.
The meeting
was attended by the Standing Deputy Prime Minister Truong Hoa Binh, Head of the
Government PAR Steering Committee; Chairperson of the Central Committee of
Vietnam Fatherland Front Tran Thanh Man; Minister of Home Affairs Le Vinh Tan
together with leaders of ministries and localities.

Accordingly, Lao Cai ranked 21st,
increasing 6 levels compared to 2016. Among the eight criteria, Lao Cai
achieved the high ranks in 3 groups of criteria: Formulation and Implementation
of legal documents, ranked No17/63, increased 30 levels compared to
2016; public administration reform, ranked No20/63, increased 33
levels compared to 2016; public finance reform, ranked No12/63,
increased 51 levels compared to 2016.
Compared with 2016, the ranking of PAR Index in 2017
of provinces and cities have been considered to achieve many positive and
significant results which prove that the leaders of the localities have paid a
lof of attention to Administration Reform.
Quang
Ninh province ranked the first with 89.45
points out of 100, followed by Hanoi and Dong Nai province. Da Nang ranked No4
and Hai Phong ranked No 5. Quang Ngai was the province with the
lowest index, standing at the bottom of the table with 59.69 points.

Regarding
the PAR results in 2017 of the ministries, 12 ministries had achieved 80% and
more. Of which, the State Bank of Vie Nam had the highest index score of
92.36%, followed by the Ministry of Information and Communication, Ministry of
Finance, Ministry of Justice, Ministry of Industry and Trade, Ministry of
Foreign Affairs, Ministry of Agriculture and Rural Development, Ministry of
Science and Technology, Ministry of Home Affairs, Ministry of Natural Resources
and Environment , Ministry of Education and Training, Ministry of Labor,
Invalids and Social Affairs. Besides, 19 ministries had achieved
79.92% and there were no ministries which obtained less than 70%.
On this occasion, the Central Committee of the Vietnam
Fatherland Front reported the results of measuring the satisfaction of citizens
and organizations with the service provided by the State administrative
agencies in 2017. Overall, the satisfaction rate for the administrative service
of the whole country is 80.90%.
Six provinces had satisfied the overall administrative
service of the province at more than 90%, the highest was 95.97%. There were 12
provinces which were in the range from 85-90% , 13 provinces which were in the
range from 80-85%, 19 provinces in the range from 75-80% and 13 provinces less
than 75%. The province which had the lowest index was of 67.7%.
The citizens expressed their expectation in further
simplifying the administrative procedures, providing more the forms of
information and shortening the time for settling the administrative procedures.
The criteria for measuring the public administration reform index at the provincial level are compromised of 8 areas for the assessment, including 38 criteria and 81 sub-criteria. The rating scale is 100, where the self-assessment score (under Council's assessment) is a maximum of 65.5 / 100 and a sociological survey score of 34.5 / 100.
