At the conference, Mr. Nguyen Thanh Binh, Deputy Head of the Central Organization Commission announced the Politburo’s decisions on personnel work. Accordingly, the Politburo assigned and appointed Mr. Trinh Viet Hung, Member of the Party Central Committee to cease participation in the Provincial Party Executive Committee and Standing Board, and to step down from the position of Secretary of the Lao Cai Provincial Party Committee for the 2025 - 2030 term, as well as Chairman of the Provincial People’s Council for the 2021 - 2026 term and related positions, and reassigned him as Permanent Deputy Minister of Agriculture and Environment.

The Politburo assigned and appointed Mr. Duong Quoc Huy, Member of the Party Central Committee, Member of the Standing Board of the Party Committee and Deputy Inspector General of the Government Inspectorate to join the Provincial Party Executive Committee and Standing Board and to serve as Secretary of the Lao Cai Provincial Party Committee for the 2025 - 2030 term.

Presenting the decision and congratulating the newly appointed Secretary of the Lao Cai Provincial Party Committee, Mr. Le Minh Hung emphasized that, to meet practical requirements and ensure effective personnel work for the Lao Cai Provincial Party Organization, the Politburo assigned Mr. Duong Quoc Huy to hold the position of Secretary for the 2025 - 2030 term. Mr. Duong Quoc Huy has been highly evaluated by the Politburo as a capable and experienced official with scientific and democratic working methods, strong determination, close engagement with grassroots levels, and the ability to unite and consolidate solidarity. He has matured through various leadership positions at central agencies, particularly in inspection work, and has consistently fulfilled his assigned duties with distinction, making important contributions to the achievements of localities and agencies.

Mr. Le Minh Hung expressed confidence that, in the new role, Mr. Duong Quoc Huy will closely follow the directives of the Party Central Committee, the Politburo and the Secretariat, and will focus on key tasks such as promptly finalizing and issuing the Action Program to implement the Resolution of the 14th National Party Congress; ensuring sustainable growth; and synchronously implementing the Politburo’s strategic resolutions, especially those related to science and technology development, law-building to promote the private and state sectors, energy security, and education and training.

He also requested the Lao Cai Provincial Party Committee to concentrate on implementing the province’s development planning for the 2021 - 2030 period; prioritize resources for transport, logistics, border-gate and digital infrastructure; and enhance the effectiveness of border-gate economic zones.

In addition, he emphasized the need to successfully lead the election of deputies to the 16th National Assembly and People’s Councils at all levels; and to further strengthen Party building and rectification, ensuring strong and clean Party organizations.

In his remarks accepting the assignment, Mr. Duong Quoc Huy expressed his profound gratitude to the Politburo, the Secretariat, General Secretary To Lam, Permanent Member of the Secretariat Tran Cam Tu, and especially Le Minh Hung for their trust and support.

Assuming the position of Secretary of a border province with strategic importance in national defense, security and foreign affairs, and rich in cultural traditions such as Lao Cai, Mr. Duong Quoc Huy affirmed that this is both a great honor and a heavy responsibility before the Party, the State, the Politburo, the Secretariat, and the Party Organization and People of Lao Cai Province.

In his new role, he pledged to continue striving to enhance his political steadfastness, learn from veteran revolutionaries, former provincial leaders, cadres, Party members and people of all ethnic groups in the province. Together with the Provincial Party Standing Board and Executive Committee, he committed to upholding the fine traditions of the provincial Party Organization and people, strengthening unity and determination to successfully implement the Resolution of the first Lao Cai Provincial Party Congress for the 2025 - 2030 term; creating breakthroughs to develop Lao Cai into a growth pole and a northern development center of the country; a hub for international economic connectivity between Vietnam and China and other countries in the region and the world; and realizing the development vision of “green, harmonious, distinctive and happy”.
