LCP - On the morning of April 9, Mr. Duong Quoc Huy, Member of the Party Central Committee and Secretary of the Provincial Party Committee, together with a provincial delegation, held a working session with the Party Committees of Hanh Phuc, Tram Tau, Phinh Ho and Ta Xi Lang communes.

Attending the meeting were Hoang Giang, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council; Nguyen Tuan Anh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; Nguyen The Phuoc, Deputy Secretary of the Provincial Party Committee; members of the Provincial Party Standing Committee; leaders of the Provincial People’s Committee; and representatives of provincial departments and agencies.

Overview of the working session

On behalf of the localities, Mr. Giang A Tong, Member of the Provincial Party Standing Committee and Secretary of the Party Committee of Hanh Phuc Commune, said that after administrative reorganization, the communes have large areas, dispersed populations, a high proportion of ethnic minorities, and many socio-economic challenges. However, under the close provincial leadership, localities have quickly stabilized their organizational structures and focused on socio-economic development.

In 2025, the communes achieved positive results, meeting or exceeding many key targets. Hanh Phuc fulfilled 26 targets, including 8 exceeding the plan; Tram Tau exceeded 13 out of 27 targets; Phinh Ho achieved 100% of its targets; and Ta Xi Lang surpassed 6 targets. Agriculture and forestry remained key pillars, with strong food output and stable livestock production. Forest protection and afforestation efforts were strengthened, contributing to increased forest coverage.

Tourism continued to grow as a highlight of the local economy. In 2025, Hanh Phuc welcomed about 88,000 visitors, generating VND 75 billion in revenue, while Phinh Ho received over 34,500 visitors.

In the cultural and social sectors, the communes maintained stable school systems, improved education quality, and enhanced healthcare services. Health insurance coverage remained high, and social welfare policies were effectively implemented, helping improve living standards. Party building and the political system were strengthened, with new Party member recruitment meeting or exceeding targets.

National defense and security were ensured, with political stability and social order maintained. Elections for the 16th National Assembly and People’s Councils at all levels for the 2026-2031 term were conducted in accordance with regulations.

Despite these achievements, challenges remain, including unsustainable economic development, small-scale and fragmented production, high poverty rates, and inadequate infrastructure, especially in transport, telecommunications, and public services.

Localities proposed upgrading provincial Road 174 and tourism routes in Hanh Phuc, accelerating the road project from Van Chan to Ta Xi Lang commune, introducing special mechanisms for highland communes, and supporting sustainable medicinal plant development.

Speaking at the session, provincial leaders affirmed that commune-level Party organizations have demonstrated strong leadership following administrative restructuring, maintaining stability and achieving important results. The implementation of central and provincial policies has been timely and effective, while the local government system has quickly stabilized and operated smoothly.

The Provincial Party Standing Committee requested communes to strengthen social welfare, vocational training, forest management, and medicinal plant development, while actively attracting investment, especially in community-based and experiential tourism linked with preserving ethnic cultural identities. Communes were also urged to complete planning, arrange resettlement land in landslide-prone areas, and enhance forest fire prevention.

Regarding future tasks, Mr. Duong Quoc Huy emphasized the need for clear identification of priorities, with specific assignment of responsibilities to ensure accountability and measurable results. He stressed the principle of being steadfast in goals while flexible in solutions, focusing on action and effective implementation.

He also highlighted the importance of building a capable cadre, requiring a comprehensive review of personnel and appropriate training, arrangement, or replacement. Leaders must set examples, take responsibility, and avoid delays or formalism, with performance evaluated based on practical results and public satisfaction.

Economic development should focus on leveraging local advantages. Phinh Ho should develop Shan tea and taro products linked with processing; Tram Tau should expand livestock farming with stable market connections; and Ta Xi Lang should pilot suitable, low-risk production models.

Communes were urged to continue developing cultural and social sectors, improve education and healthcare, and link cultural preservation with tourism development. Strengthening national defense and security, managing sensitive issues, and enhancing disaster prevention capacity were also emphasized.

Prior to the meeting, Duong Quoc Huy and the delegation inspected Provincial Road 174 and visited Tram Tau Ethnic Boarding Secondary School.
