Standing Committee of the Provincial Party Committee works with Party Committees of communes and wards in Nghia Lo - Van Chan area: Focusing on removing grassroots “bottlenecks”
LCP - On the afternoon of April 8, in Nghia Lo Ward, the Standing Committee of the Provincial Party Committee held a working session with Party Committees of 11 communes and wards, including Nghia Lo, Trung Tam, Cau Thia, Lien Son, Van Chan, Nghia Tam, Chan Thinh, Gia Hoi, Son Luong, Thuong Bang La and Cat Thinh.
The meeting was attended by Mr. Dương Quoc Huy, Member of the Party Central Committee, Secretary of the Provincial Party Committee; Mr. Hoang Giang, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council; Mr. Nguyen Tuan Anh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee; Mr. Nguyen The Phuoc, Deputy Secretary of the Provincial Party Committee; members of the Provincial Party Standing Committee; leaders of the Provincial People’s Committee; and representatives of departments and agencies.
Overview of the meeting
At the meeting, leaders of Nghia Lo ward and Van Chan commune reported on socio-economic development, national defense and security in 2025 and the first quarter of 2026. Overall, the socio-economic situation remained stable, with several targets achieved or exceeded; social security was ensured; and national defense and security were maintained.

However, the implementation of the two-tier local government model continues to face challenges, particularly in organizational structure, human resources and infrastructure. Although the grassroots administrative apparatus has been gradually consolidated following the merger, shortages of personnel remain in several positions, and staff arrangements in some localities are not yet fully appropriate. The quality of cadres and civil servants has improved but remains uneven, with some limitations in professional qualifications, management capacity, information technology application and adaptability.
Localities recommended that the Provincial Party Committee continue to direct the improvement of personnel mechanisms and policies; strengthen training and capacity building; promptly recruit and supplement staffing; and consider mechanisms for converting public employees into civil servants to ensure stable and long-term human resources at the grassroots level.

Communes in the former Van Chan area also raised a number of urgent issues reflecting current development bottlenecks, particularly in transport infrastructure and regional connectivity. Van Chan Commune proposed investment in key transport routes, including the Pang Cang - commune center road (approximately 9 km) and a bypass route around the commune center (approximately 3 km), with an estimated investment of about VND 100 billion per project. It also proposed the construction of seven concrete bridges to replace deteriorated suspension bridges in remote areas.
Other communes, including Son Luong, Nghia Tam, Gia Hoi and Cat Thinh, recommended upgrading inter-commune and inter-village road systems, especially key connecting routes. In addition, localities proposed investment in stream embankments to prevent landslides, improvement of electricity and telecommunications infrastructure, and allocation of resources for building and repairing administrative offices after the merger.
Localities also recommended accelerating centralized waste treatment projects, permitting temporary landfill facilities, and supporting the development of resettlement areas for households in high-risk zones. Furthermore, proposals were made to support detailed planning for central and tourism areas, resolve overlapping planning issues, attract investment in eco-tourism and agro-forestry processing, improve financial and budgetary mechanisms, and strengthen information technology infrastructure to support administrative reform and digital transformation.
Concluding the meeting, Mr. Duong Quoc Huy acknowledged and commended the efforts of local authorities in overcoming difficulties and maintaining stability. He requested that communes and wards clearly identify key and breakthrough tasks, assign specific responsibilities, and avoid ineffective implementation. Localities were also directed to proactively review one year of implementing the two-tier local government model, conduct objective assessments, and propose solutions to improve operational efficiency.

He emphasized the need to strengthen inspection and supervision of public service performance, taking practical outcomes and public satisfaction as key evaluation criteria. Regarding economic development, localities were requested to promote agriculture and forestry toward sustainable commodity production associated with processing and branding, while advancing clean and organic agriculture.
In the tourism sector, emphasis was placed on promoting cultural values, ethnic identity and the natural landscape of the Muong Lo - Van Chan area, developing community-based, eco- and experiential tourism with local people at the center.
Localities were also urged to strengthen security and social order, build drug-free communes and wards, enhance dialogue with citizens, and promptly resolve outstanding issues to prevent the emergence of hotspots.
At the meeting, 10 groups of issues with 47 proposals were discussed and clarified. The Provincial Party Office was assigned to coordinate with relevant agencies to monitor and implement these contents in the coming time.
