Standing Committee of Lao Cai Provincial Party Committee inspects project progress, office rearrangement, and economic-tourism development in Van Chan commune
LCP - On the morning of April 8, Mr. Dương Quoc Huy, Member of the Party Central Committee, Secretary of the Provincial Party Committee, together with a provincial delegation, inspected the arrangement of surplus offices, economic and tourism development models in Van Chan Commune, and the progress of the project connecting National Highway 32 with the Noi Bai - Lao Cai Expressway.
The road project connecting National Highway 32 with the Noi Bai - Lao Cai Expressway (IC14) has a total length of approximately 11.8 km, with a total investment of VND 618 billion.

Regarding site clearance, a total of 487 households are affected. The project includes three construction packages. For the main route, 11.5 out of 11.8 km (97.46%) of the site has been handed over to contractors, while about 1 km of branch routes has yet to be cleared. Construction progress shows that 11.5 km of route clearing has been completed; roadbed construction has reached 8.8/11.8 km; asphalt paving has reached 2.5/11.8 km (21.19%); and the overall construction value is estimated at 69.43%.
However, site clearance has faced multiple difficulties, with fragmented handovers delaying progress. Extreme weather conditions, including prolonged heavy rains in 2025 and the impacts of storms such as Yagi (2024), Ragasa and Bualoi (2025), have disrupted construction in several sections. Rising costs of fuel and materials have also affected project implementation.

After the site inspection, Mr. Dương Quoc Huy acknowledged and commended the efforts of the investor, contractors, and local authorities. He urged localities along the route to implement effective and reasonable compensation and support measures for residents, and to intensify communication efforts to raise public awareness of the project’s significance, thereby accelerating site clearance.
Regarding the rearrangement of surplus offices following the merger, four redundant facilities have been identified in Van Chan commune, including offices of the Regional Civil Judgment Enforcement Agency No. 4, the local Tax Office, the Agricultural Support Service Station, and the former Suoi Giang commune People’s Committee.

Currently, the former Suoi Giang Commune office has a plan for leasing as public property. For the remaining three facilities, the commune has proposed leasing those still usable, or liquidating assets and auctioning land-use rights for those no longer in use.
Secretary Dương Quoc Huy requested the commune to urgently review and finalize plans for rearranging and handling surplus offices in compliance with legal regulations, ensuring transparency and avoiding waste or loss of public assets. He also emphasized the need to strengthen asset management during the transition period and prevent encroachment or misuse. The handling of surplus offices must align with local socio-economic development planning to ensure long-term efficiency.

During the visit to the Shan Tuyet tea processing workshop of Suoi Giang Cooperative and the Suoi Giang Tea Cultural Space, Mr. Duong praised efforts to preserve and promote the value of Shan Tuyet tea in connection with economic and tourism development.
He highlighted that the cooperative has gradually established a stable production process, created jobs and income for local workers, and actively linked product consumption to enhance the value of Shan Tuyet tea. The investment in upgrading a 450 m² processing workshop reflects a commitment to improving product quality.
The Suoi Giang Tea Cultural Space, covering 1,000 m² and attracting around 20,000 visitors annually, was recognized as an effective integrated model combining tea production, processing, and experiential tourism, contributing to the promotion of Suối Giàng Shan Tuyết tea to both domestic and international visitors.
The Secretary recommended that, in the coming time, the units continue to improve product quality, build a sustainable brand for Suoi Giang Shan Tuyet tea, promote the application of science and technology in production and processing, and strengthen linkages to expand markets. At the same time, they should further promote local cultural values and develop experiential tourism to increase income for local people.
