Representing Lao Cai Province at the meeting were leaders of several relevant provincial departments and agencies.

The Honghe Prefecture delegation was led by Mr. Xu Gaohong, Vice Governor of the People’s Government of Honghe Prefecture, and included leaders from the Department of Transport, the Steering Committee for Opening-up Development, and the Management Board of the China (Yunnan) Pilot Free Trade Zone - Honghe Sub-zone.

At the meeting, Mr. Xu Gaohong noted that Zongshen Group is one of China’s major enterprises. Based on the cross-border economic cooperation between Hekou (China) and Lao Cai (Viet Nam), the Group intends to study investment in a cross-border industrial cluster for electric motorcycle production. Under the proposed model, the industrial cluster in Honghe Prefecture would focus on manufacturing components, while the cluster in Lao Cai province would handle assembly, marketing, and product distribution. If implemented, the project is expected to bring tangible economic benefits to the people on both sides of the border and further strengthen cooperative and friendly relations between Lao Cai province and Yunnan province.

Mr. Xu Gaohong expressed his hope that Lao Cai province would support Honghe Prefecture in site selection, legal procedures, and in connecting enterprises to jointly invest in, develop, and manage the industrial cluster. He also proposed the establishment of joint working groups to facilitate the implementation of agreed cooperation tasks.

On this occasion, Mr. Xu Gaohong extended a formal invitation to Mr. Nguyen Thanh Sinh and the Lao Cai provincial delegation to visit Honghe Prefecture, conduct field surveys, and hold working sessions with Zongshen Group.

In his remarks, Mr. Nguyen Thanh Sinh, Vice Chairman of the Lao Cai Provincial People’s Committee, provided an overview of the Lao Cai Border Economic Zone and the province’s preferential policies for investors and enterprises. He affirmed that Lao Cai province welcomes and highly supports Chinese enterprises, including Zongshen Group, in exploring investment opportunities in the province, and is committed to creating favorable conditions for project research and implementation. Should Honghe Prefecture wish to cooperate with Vietnamese enterprises in developing industrial zone infrastructure, Lao Cai province stands ready to introduce and connect capable and experienced Vietnamese partners.

Mr. Nguyen Thanh Sinh also noted that the commencement of construction of the Lao Cai – Ha Noi – Hai Phong railway and the upgrading of the Noi Bai – Lao Cai Expressway will significantly enhance transport capacity and facilitate import and export activities between the two sides. He expressed his hope that the two localities would continue to promote effective and substantive cross-border economic cooperation. With regard to the delegation’s proposals, Lao Cai province will assign relevant authorities to coordinate their resolution, while issues beyond provincial competence will be reported to the central government for timely consideration.

Responding to the invitation from the Honghe Prefecture delegation, Mr. Nguyen Thanh Sinh gladly accepted and stated that he would arrange an appropriate time to visit Honghe Prefecture and hold working sessions with Zongshen Group.
