Lao Cai Provincial Steering Committee on Science and Technology Development, Innovation and Digital Transformation deploys tasks for March 2026
LCP - On March 5, the Provincial Steering Committee for Science and Technology Development, Innovation and Digital Transformation convened a meeting to review the implementation results of Politburo Resolution No. 57-NQ/TW in February and discuss key tasks for March 2026.

The meeting was chaired by Mr. Hoang Giang, Standing Deputy Secretary of the Provincial Party Committee, Standing Deputy Head of the Provincial Steering Committee. Attendees included Mr. Ngo Hanh Phuc, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People’s Committee; Mr. Do Duc Minh, Member of the Provincial Party Standing Committee, Director of the Department of Finance; along with leaders of agencies and units serving as members of the Steering Committee and its assisting team.

According to the report presented at the meeting, in implementing Politburo Resolution No. 57-NQ/TW, Lao Cai province has completed 127 out of 239 tasks assigned by the central authorities.

Regarding tasks assigned under provincial documents, among 68 tasks scheduled for completion in 2026, the province has so far completed 5 tasks; 2 tasks are overdue and 61 tasks are being implemented on schedule. In implementing the Action Plan for Resolution No. 57-NQ/TW, the province has identified 45 initiatives and tasks. Of these, 8 initiatives are expected to be implemented as scientific research projects in 2026; 7 initiatives will be carried out through information technology projects; and 30 initiatives require further guidance and solutions to address existing difficulties.

Science and technology development, innovation and digital transformation across the province have continued to achieve positive results. Digital transformation has been promoted in many sectors. The province currently has 5,058 mobile base transceiver stations, an increase of 54 compared to December 2025. Mobile 4G coverage now reaches 99% of villages and residential areas; internet subscriptions reach 94.6% per 100 people; and 74.6% of mobile subscribers use broadband internet services.

All OCOP products in the province have been applied with electronic traceability systems. The province maintains a centralized healthcare data repository and has established 24 remote consultation and telemedicine service points. The education sector has completed its sector-wide database to support the development of digital academic records while promoting cashless payment in educational institutions.

Administrative reform and the provision of online public services have also been strengthened. The province currently has 2,146 administrative procedures, including 252 fully online public services and 428 partially online services. The public administration service centers at all levels are operating stably, with more than 97% of administrative dossiers processed on time or ahead of schedule.

At the meeting, participants discussed difficulties and obstacles in implementing several tasks and proposed solutions to accelerate progress in the coming period.

In his concluding remarks, Mr. Hoang Giang acknowledged the efforts made by agencies, units and localities in implementing Resolution No. 57-NQ/TW. He requested that all levels and sectors continue to enhance the responsibility of heads of agencies in directing and organizing implementation. Tasks and deliverables must be registered and implemented in accordance with the directions of the Provincial Steering Committee.

The Party Committee of the Provincial People’s Committee was tasked with urgently completing delayed tasks and issuing a list of projects along with digital transformation criteria. At the same time, the province will accelerate digital infrastructure development, digitize records, address difficulties in IT project implementation, and pilot several digital transformation models across sectors.

Political and social organizations are also encouraged to strengthen support for startups, improve digital skills, promote the digital economy, and expand the “Digital Literacy for All” movement. Localities and relevant forces are required to develop implementation plans, propose effective digital transformation models, and strengthen inspection and supervision.
