Lao Cai Provincial Party Standing Committee inspects progress of key projects and schools in Mu Cang Chai commune
LCP - On April 7, Mr. Duong Quoc Huy, Member of the Party Central Committee, Secretary of the Provincial Party Committee, along with a provincial working delegation, conducted an inspection of the implementation progress of several projects in Mu Cang Chai commune.

Accompanying the delegation were Mr. Hoang Giang, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council; Mr. Nguyen Tuan Anh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee; Mr. Nguyen The Phuoc, Deputy Secretary of the Provincial Party Committee; members of the Provincial Party Standing Committee; leaders of the Provincial People’s Committee and representatives of provincial departments and agencies.

The delegation inspected the progress of the road project connecting Muong La (Son La), Than Uyen and Tan Uyen (Lai Chau), Mu Cang Chai, Van Chan, and Van Yen (formerly of Yen Bai, now under Lao Cai province) to the Noi Bai - Lao Cai Expressway (IC15).

During the inspection, Mr. Duong Quoc Huy and the delegation reviewed construction progress, identified difficulties and obstacles related to site clearance, and addressed issues arising during implementation of the road project connecting Muong La (Son La), Than Uyen and Tan Uyen (Lai Chau), Mu Cang Chai, Van Chan, and Van Yen (formerly of Yen Bai, now under Lao Cai province) to the Noi Bai - Lao Cai Expressway (IC15) as well as the Mu Cang Chai Ethnic Minority Boarding Secondary School.

The road project has a total designed length of nearly 69 km, with a total investment exceeding VND 2,030 billion. The section passing through Mu Cang Chai commune is 17.546 km, through Nam Co commune 25.45 km, and through Phong Du Thuong commune 25.95 km, affecting a total of 504 households.

To date, compensation plans have been approved for all 504 households, with 503 households having received compensation payments. However, the project still requires additional land acquisition from 67 households. Currently, site clearance has been handed over for 68.11 out of 68.95 km, with 840 meters across 14 locations still facing obstacles.

Members of the Provincial Party Standing Committee and the provincial delegation presented gifts to the project’s construction units.

Regarding construction progress, 98.64% of the site has been handed over to contractors; route clearance has reached 64.85 km; roadbed construction has been basically completed for 39 km; asphalt paving has reached 5.2 km (7.5%); and the total implemented construction value is estimated at 39.14%.

According to the project investor, several challenges remain, including slow site clearance, disputes from some households, procedures for converting forest land use purposes, prolonged rainy weather, difficulties in accessing construction sites, issues with disposal of excavated materials, and rising material costs.

Following the inspection, Mr. Duong Quoc Huy requested the Provincial Project Management Board No. 1, local authorities, contractors, and construction units to work closely together to promptly resolve existing difficulties. He emphasized the need to identify temporary disposal sites, accelerate site clearance, and establish detailed progress plans with regular reporting. He also urged strengthening contractor capacity and taking strict measures against households deliberately obstructing site handover.

Mr. Duong Quoc Huy and the provincial delegation visited and presented gifts to Mu Cang Chai Ethnic Minority Boarding Secondary School.

During the visit to Mu Cang Chai Ethnic Minority Boarding Secondary School, Mr. Duong Quoc Huy commended the efforts of the school’s staff, teachers, and students. He encouraged the school to continue improving teaching and learning quality, attract qualified teachers, especially in English, IT, and music and focus on developing students’ competencies and qualities.
