Lao Cai: Implementating cultural and artistic activities at pedestrian streets to serve the public and promote tourism
LCP - In order to concretize the goal of developing culture in association with tourism, and to create distinctive community cultural spaces at pedestrian streets and public squares for residents and visitors while promoting the local image, the Chairman of the Provincial People’s Committee has recently signed Official Dispatch No. 3772 on the implementation of cultural and artistic activities at pedestrian streets to serve the public and support tourism development.

Accordingly, the Chairman of the Provincial People’s Committee assigned relevant agencies, units and localities to implement the following tasks:

The Department of Culture, Sports and Tourism shall take the lead and coordinate with relevant departments, sectors and People’s Committees of concerned wards to develop an overall plan for organizing pedestrian streets serving local residents and tourists across the province. The plan must clearly define the content of cultural and artistic activities to be organized at each pedestrian street.

The Department shall also provide guidance on programme content, scripts and implementation plans for localities to ensure synchronized and effective organization, maximize the promotion of the province’s ethnic cultural identities, and work toward developing distinctive tourism products for Lao Cai Province.

At the same time, the Department shall be responsible for professional oversight, appraisal of programmes, scripts and artistic content; as well as guiding, urging and inspecting the implementation of the tasks stated in this Official Dispatch in order to maintain activities at pedestrian streets or public square areas with a minimum frequency of once per month during the initial phase. After operations become stable, the Department shall advise on increasing the frequency of activities, especially on weekends.

The People’s Committees of Yen Bai, Lao Cai, Sa Pa and Nghia Lo wards are assigned to develop detailed plans, scripts and organizational scenarios for cultural and artistic activities at pedestrian streets or public square areas in their localities, including: San Quan Area (Sa Pa), Golden Field Square (Nghia Lo), Dinh Le Pedestrian Street (Lao Cai), August 19 Square and Hao Gia Pedestrian Street (Yen Bai).

Local authorities are encouraged to mobilize artisans and folk culture and arts clubs to participate, while also promoting socialization efforts by encouraging businesses and household enterprises to jointly develop cultural spaces, culinary experiences and displays of traditional local crafts.

Activities at pedestrian streets or public squares shall be maintained with a minimum frequency of once per month during the initial phase and, once stable, expanded to more frequent weekend events.

Localities must also ensure environmental sanitation, urban beautification, management of sidewalks and public corridors, maintenance of lighting systems, and security and public order at activity venues.
