Lao Cai: Aiming for establishing 2,000 new businesses annually

The private sector affirms its role as a driving force.

The report presented at the conference indicated that in 2025, the private sector will continue to affirm its important driving role, contributing approximately 68.5% to the province's GRDP. By the end of the year, the province had 12,630 enterprises with a total registered capital of approximately 168,000 billion VND, of which non-state enterprises accounted for 99.9%.

This region currently provides employment for approximately 125,000 workers and makes a significant contribution to government revenue.

Specifically, in 2025, the non-state enterprise sector will contribute 3,748 billion VND to the state budget; support for businesses has seen many positive changes with the successful organization of the "Forum for Meeting Businesses and Investors" and the "Startup and Innovation Week".

Regarding the direction for 2026, based on Plan No. 12 and Plan No. 58, the conference identified key tasks that need to be implemented immediately.

Accordingly, the Department of Finance will take the lead in expediting the completion of procedures to commence construction on two key projects in the first quarter of 2026.

The province has requested that departments and agencies accelerate the application of digital technology in management. Specifically, the Department of Agriculture and Environment will take the lead in completing the national land database for the province. The Department of Justice will research and develop an inter-sectoral legal support program for the period 2026-2031 and establish a legal consultation support center. The Department of Science and Technology will advise on policies to support technological innovation and intellectual property development for the period 2026-2030.

Frankly acknowledging the bottlenecks

Under the chairmanship of Comrade Ngo Hanh Phuc - Vice Chairman of the Provincial People's Committee, the delegates focused on analyzing the shortcomings and limitations in the implementation of the resolution.

The most pressing issue is the delay in planning and project implementation. The report indicates that only over 40% of agencies and units have completed their private sector development plans. Progress in commencing key projects is facing numerous difficulties, such as the High-Tech Pig Farming Project (Bao Ha commune) and the Phu Thinh 1 Industrial Cluster Infrastructure Project. Construction could not begin in 2025 due to obstacles related to land clearance and construction permits.

In addition, opinions also highlighted difficulties regarding the inconsistent legal framework, particularly the fact that policies supporting digital transformation for household businesses and small and medium-sized enterprises are still dependent on the progress of law review by the central government.

Setting targets and taking action against corrupt officials.

In his concluding remarks at the conference, Comrade Nguyen Tuan Anh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, acknowledged the efforts of all levels and sectors but sharply criticized the fact that 69 units had yet to develop plans for implementing their tasks.

Regarding the direction for 2026, the Chairman of the Provincial People's Committee requested a shift in management thinking towards a more substantive and quantifiable approach. The province will apply a mechanism of assigning enterprise development targets to each locality, department, and sector on a quarterly and annual basis; striving for an annual growth of 1,000-2,000 new enterprises.

Emphasizing administrative reform, Comrade Nguyen Tuan Anh demanded immediate rectification of the "top-down" situation, resolutely dealing with lower-level officials who show signs of negligence, harassment, or causing difficulties for citizens and businesses. Citing the province's action of issuing land use right certificates for a project in Sa Pa within just 24 hours, the Chairman of the Provincial People's Committee stressed that this should be a measure of reform efforts and that complacency is unacceptable.

Regarding the investment environment, Comrade Nguyen Tuan Anh affirmed: There will absolutely be no more "request-and-grant" mechanisms. Budget and resource allocation will be based on actual efficiency, transparency, and openness. The province will resolutely revoke projects from investors who are slow to implement or who "hold onto land" causing waste; at the same time, it will strictly handle businesses that evade taxes, violate environmental regulations, or do not maintain independent accounting records in the locality.

To address immediate obstacles, the Chairman of the Provincial People's Committee instructed Mr. Ngo Hanh Phuc to organize a dialogue with businesses at the beginning of the year. At the same time, he requested relevant departments and agencies to prepare detailed reports for the Provincial People's Committee's thematic meeting next week, aiming to definitively resolve difficulties for outstanding projects such as the Bao Ha pig farm and the Phu Thinh 1 industrial cluster.

"Reports must clearly specify the address, responsibility, and deadline for processing. Units that perform well will be immediately rewarded, while those that fail to meet the requirements will be held accountable," the Chairman of the Provincial People's Committee emphasized.
