Chairman of Lao Cai Provincial People’s Committee Nguyen Tuan Anh receives and works with delegation from Trang Nghiem Research Institute Co., Ltd. (China)
LCP - On the afternoon of March 24, 2026, Mr. Nguyen Tuan Anh, Chairman of the Lao Cai Provincial People’s Committee received and held a working session with a delegation from Trang Nghiem Research Institute Co., Ltd., led by Mr. Nghiem Gioi Hoa, Chairman of the company and founder of Pacific Construction Group and To Thuong Construction Group.
Attending the meeting were leaders of the Departments of Foreign Affairs, Finance, Construction, Agriculture and Environment, Industry and Trade, the Office of the Provincial People’s Committee, along with members of the delegation.
At the meeting, Mr. Nghiem Gioi Hoa proposed a number of high-tech projects for Pacific Construction Group to implement. He introduced a new model of “investment - construction - operation,” in which enterprises invest, build, and operate projects, with the State and businesses co-investing and the State later repaying the enterprise. He noted that this model has been successfully applied in several provinces in Vietnam.

Mr. Nghiem also respectfully invited the Chairman to visit Jiangsu province (China) for a field survey and expressed his hope that provincial leaders would support the establishment of the company’s representative office in Lao Cai. He affirmed the Group’s confidence in investing in the province, as it is already implementing projects in Vietnam.

Mr. Nguyen Tuan Anh appreciated the information shared by the company. He stated that in the 2026 - 2030 period, to achieve double-digit growth, Lao Cai needs to mobilize over VND 500 trillion for public investment. In addition to domestic resources from the central and local levels, external resources - especially from investors - play a crucial role.
Mr. Nguyen Tuan Anh suggested that the company consider several key infrastructure projects, including: (1) projects to address flooding along the Red River in Lao Cai city center and surrounding areas; (2) the Sa Pa road tunnel connecting National Highway 4D with provincial Road 152; and (3) the road connecting the Noi Bai - Lao Cai Expressway to Y Ty tourist area.

Sharing views on the company’s investment and operational model, Mr. Nguyen Tuan Anh expressed interest in studying its applicability in Lao Cai. He agreed that shortening project timelines would reduce costs for businesses and significantly increase opportunity value for the locality. Lao Cai hopes to cooperate with major corporations like Pacific Construction Group and expects the Group, with its experience and connections, to help accelerate the Lao Cai - Hai Phong railway project.

He also noted that the province recently held a conference to announce the adjusted provincial planning for 2021 - 2030, with a vision to 2050, combined with an investor meeting at the beginning of 2026. At the event, Lao Cai introduced a list of priority projects and tasks for investment attraction. He suggested that the Group study these opportunities and assigned relevant departments to provide detailed project information.
Mr. Nguyen Tuan Anh expressed his pleasure that the Group has chosen Lao Cai to establish a representative office and hoped both sides would soon find common ground, leading to concrete investments in suitable projects. The province will promptly provide the information the Group requires.
